Under Pascal Lamy's chairmanship, Geneviève Pons proposed to use the European Starfish 2030 approach to define the pathway towards a "Healthy, safe and peaceful ocean by 2050".

In September 2022, the International Forum on the Sea in Bizerte (Tunisia), the only international meeting on the southern shore of the Mediterranean dedicated to maritime issues, was an important opportunity for Europe Jacques Delors to discuss about the future of the Ocean.

During the productive discussions, Geneviève Pons, Director General and Vice President of EJD, and Pascal Lamy, Vice President of EJD, presented their work on the European Mission Restore Our Ocean and Waters by 2030 (Mission Starfish).

In Bizerte the group of experts proposed to create a worldwide Mission Starfish for 2050.

The new Mission uses the symbol of the starfish with its five branches, based on the five major themes carried out by the EU within the Starfish Mission: Governance; Regeneration, Protection, Adaptation; Pollution; Sustainable Blue Economy & Finance; Science.

This concept was included in the Declaration of Bizerte, a document that calls on States, international and non-governmental organizations, companies, investors, users of the sea and civil society to work together to build a safe, healthy and peaceful Ocean by 2050

Europe Jacques Delors is currently working on the publication of an article related to the Bizerte Declaration together with La Saison Bleue and Plateforme Océan & Climat, both present at the International Forum on the Sea.
