The position paper "Building an Ocean Union: Blueprint for a Transformative Ocean Act" is a joint initiative of Europe Jacques Delors and Oceano Azul Foundation, supported by the High-Level European Ocean Pact Stakeholder Group. It calls for an ambitious and forward-looking Ocean Act, announced as a key deliverable under the Ocean Pact. The Ocean Act is a unique opportunity for Europe to consolidate years of progress on ocean action and lay the foundations of a true Ocean Union. It should be conceived as a European ocean law and translate the Pact’s commitments into concrete and coherent measures across its six priorities, thereby contributing not only to healthy oceans but more resilient communities and a prosperous economy, while strengthening the EU's security and geopolitical standing in a rapidly evolving world.
